    In foreign trade, we must spare no efforts to stabilize import and export. Present data show that in current situations , China's import and export plunged into an extremely grim. The first quarter, exports decreased by 19.7% year-on-year, of which 18.4 percent was due to a decline in physical volume of exports. General trade and processing trade exports have been shrinking dramatically. In the current circumstances of continuous shrinking and declining of external demand, reducing the cost of the export policy is essential.

    Therefore, the authorities pointed out that the export restrictions of policies and rules and regulations should be clean-up, which are not suited to the changing situation should be repealed or suspended in a timely manner.

    For example, take full advantage of foreign trade development funds and credit and other means to support the high-tech products and labor-intensive exports to ensure that our main export products shares in international market are not declining, increase support for export credit, export credit insurance companies to expand coverage, reduce the cost of inspection and quarantine of export commodities.

    As another example, we must make full use of the chamber of commerce, associations and business institutions in the role of foreign business to help the enterprises to actively respond to trade friction. Importantly increase import in energy, shortage of raw materials, key technologies and advanced equipment. Support powerful and strong enterprises "going out", make active use of foreign aid and concessional loans or interest-free loans and other means,in order to promote export of engineering machinery, electric power, communications and metallurgical equipment.
