Importantly increase import in energy, shortage of raw materials, key technologies and advanced equipment. Support powerful and strong enterprises "going out", make active use of foreign aid and concessional loans or interest-free loans and other means,in order to promote export of engineering machinery, electric power, communications and metallurgical equipment.
